Build a Laravel/AJAX directory website

I require a new website to be built from scratch in PHP Laravel. Essentially, I have a database containing data of UK businesses - only about 5 columns of data for each business. I want a website that is simple. It will have the ability for the user to search for a business by name or phone number from the homepage. The results will show for the user to read. The results contain a table with the matching business names, along with some other details - I've attached a screenshot of some example results. The user can also mark each row of result as helpful or not (no need to log in for this). The user can also leave comments on each row (login required). The user also has the ability to create an account and add their own record to any business. There needs to be an admin area to manage business records and users. It's almost like a CMS. The site will also have a forum attached to it. The site will also need to be designed. It will need to be AJAX'd where possible (providing instant search results in dropdown, result filtering etc), and will need to be sleek, professional, simple, responsive and intuitive. It needs to take advantage of CSS3, HTML5, AJAX and a framework like Bootstrap or Foundation etc. It needs to utilise CSS pre-processing, like less or sass. I don't know much about the Laravel side of things but code quality is imperative. Backend will use MySQL. The most important thing is it is built to a high quality using best practices and is as user friendly as possible. Can you help? You need to be experienced in SQL, Laravel development and frontend design. I would like to see portfolio of sites that you have developed using similar technologies - Laravel and JS etc. Budget is flexible. If you have any more specific questions, go ahead and ask.
