Build website and SEO top page ranking on google.

Hi, I am wanting a website to be built for me then I am needing the website to be top ranking on first page of google for the keywords specified. The website is a non sexual dating website where you go to hire a website in Australia. A sample website is at (PM me for the link) Once the website is established and google ranking on first page is achieved I will look to expand the website to gallery and members login with payment gateway. but at this stage it is just a website about the size of the comparision website above until I can get people to join. the domain name for this is [login to view URL] the keywords are : day for a date, hire a date, perth, australia, sydney, melbourne, adelaide, darwin, brisbane. 50% of payment for this will be when the website is finished and remainder 50% will be when website is on first page google under search words.
