Build a website in two phases - Using CMS IE Drupal

Project Specification Summary This website development will include taking 2 possibly 3 psd design templates cutting this up into HTML and CSS and also building the functionality outlined in our tech spec in a CMS product which will enable simple management of all data moving forward. Preferable CMS systems would be drupal, joomla or other systems which would be license free and have a large community forum. This is a two phase development so please quote estimated timescales and costs for phases one and phase two and indicate in your response the separate costs and time scales for each stage. What ever software this is built in must meet the requirements of both phases at a reasonable cost and timescale. Please see the project spec's document for a full list of all requirements. I have put project budget of upto 3K but it is possible for us to go higher than this for both phases together. General Requirements Fonts Standard font families should be used throughout the site. Styles A consistent style should be common throughout the site.  Actual styles will be defined in the final design.  Styles should be defined for the following elements: Paragraph text Heading 1 Heading 2 Heading 3 Bulleted lists Table Other elements to style will be determined at a later date. Browser Support The site should support the following browsers: Internet Explorer 7, 8, 9 Chrome Firefox 4, 5 Safari Mobile support is not required, although a best effort should be made to enable this.  Further support for mobile devices should be investigated in phase 2 of this project.
