Complete Website Coding and Design (similar to 9GAG.com)

I am looking for a programmer/designer who is able to build/code/design a website similar to www.9gag.com. The functions should be exactly the same as on the website linked above, except that my website does not need a registration function for users. The users should just be able to vote the pictures/images and comment them using their facebook account. There should be some space for Google AdSense banners as well. My task as the admin is to upload new images every day. That's why I prefer a Content Management System, but if there is another solution to simply upload images to the website, please let me know and we will talk about it. You also need to do the design part of the website: it should be clear, simple and modern (again like the one of [login to view URL]). I prefer a dark background (black, blue) and all the pictures one below the other. If you click on a picture, it should open on its own page with the facebook comment below it (in a new tab).
