Copy a Website with Paypal payment to another Domain Name

We want to copy our website [login to view URL] to another domain name. The new website should function exactly like the original one and contain all the details and setups but has a different design. Please note that this website 1 - has a ” Paypal Website Payments Standard” option. 2 - Online customers should be able to : - Log in - Create an account or log to their account - select a package - put information - add to a basket - check out to pay with paypal - Check in later to review the progress of his order - See a list of his old orders - All orders should be kept for one year - Check and edit his profile 3 - The new website should work exactly similar to the original websites, but the design should look different. 4 – A Customer should be given a chance to review his order and edit it 5 – Orders should be collected in one page “ cart” where customer can see the total amount and proceed to pay by paypal. 6 – Taxes should be added, where customers from the province of Quebec pay 2 taxes, customers from the rest of Canada pay one tax and other customers pay no taxes. 7 – The new web site should keep the same easy design, so I can change the taxes, pages, orders, etc without a programmer. 8 - The web site should be designed in an easy way, so I can add more services with multiple options without the need for a programmer 9 - The e mails and other data of the customers should be collected, so we can send them bulk e mails 10 – I prefer to build the site in PHP, however if other languages are better for this type of site it is ok 11 – I registered and hosted a domain name and opened a business Paypal account. 12 – Let me know your best price and the time needed to finish the work.
