Database-driven Website Design soup to nuts

Soliciting bids for design of database-driven e-commerce website that will track specific types of investments that will allow: (1) Customers to input and save (and update) list of their personal investments, including various attributes related to these investments including current dollar amount (2) Customers to input and save projections related to these investments (3) Mathematical calculation, projecting future dollar amount of these investments (using customer input from (2)) over quarterly intervals, out 10 years (4) Mathematical recommendation of how many additional investments to make based on projected dollar amount and desired dollar amount (5) Information must be presented in clear manner, using dynamically updated column charts that show change of aggregate dollar amount of investments over time (no flash). Printable PDFs required as well. This needs to be packaged in an attractive, easy to use website (I will architect but I need assistance with graphic design) that is able to accept credit cards to pay for subscription fees. Need ability to have different subscription packages; at least two, based on number of allowed lists of investments. Will likely require NDA and non-compete given the proprietary nature of this project.
