Complete an uncompleted project

I have a site that has one product - send a postcard to an inmate. I attempted to add on a new service where the customer could upload and picture and send that also for $1.50. I hire someone to do it. He got the picture upload part to work but he was not able to make the it show up on the paypal or credit card api after processing. I need this done fast. I need this up and running yesterday. If you don't know your stuff please don't bid. You can try and get support from the original freelancer that I hired to make it but he keeps dropping the ball. that is why I am looking for someone who know's what they are doing. I don't understand this stuff. I can give you logins and tell you what they final product looks like - that is it.
