Auto register to Social Engine PHP network - from partner Site

Simple: We need an API for our Social EngineNetwork to register users from other partner sites. PHP/MYQL Server Open Source We own code. Goal of API: 1. let any partner site ( we will create signup form for each client online) integrate and send any new user on their site and integrate Automatically in our social engine network of Okiepokie. so user would not have to login twice into our network+ later users can login directly into our site without having to register twice. So basically any new site that want to integrate our social network into their site - can send via URl of a script and parameters you define list of all user (encrypted or secured) against our OkiepOkie Social Network so when user X sign on Partner site Y - he would also be registered Automatically into OkiePokie So his username unique, email etc.. ALL fields shown here: That user X can later login to Okiepokie directly and it would still work even if he does not login from Site Y.. and he auto login to our site after signing on from site Y and later when he sign to site Y he is also login to our social network.
