Design Wireless Power System for LEDs

I am looking for someone that can take similar technology as that used in a Skylanders Power Portal base (for video game systems) and power LEDs wirelessly over distance. The transmitter needs to light the wireless LED receivers up to 12 inches away (or further) from the base/surface. I also need the transmitter to be designed in 3 different sizes. The LED receivers MUST fit within a space of 4.8mm x 4.8mm x 6mm. No exceptions. The transmitter's output for radiation MUST comply with United States FCC requirements for consumer safety. System needs to be able to be powered from a standardized "wall wart" power adapter often used on electronics. The transformer/power supply needs to be UL listed (should be able to use an off-the-shelf solution for this). So in summary, system needs to power LEDs wirelessly, at least 12 inches away from the transmitter surface (prefer transmitter to be as thin as possible), system needs to be able to power multiple LED receivers at one time (ie, 24 pcs or more). System needs to pass FCC and comply with UL. Receivers MUST fit within size parameters above. All property for the design work must be provided (ie, PCB design files, receiver files, transmitter files, etc).
