c# Scrollbar detection class

I am going to try this again. If selected I need you to be ready to work on this project immediately. I have a program that I will get the handle of a specific windows component. I need a Winforms c# class that uses the handle to determine if the windows control has scrollbars and if they are visible. It must determine if the vertical, horizontal or both scrollbars are visible. This is fairly simple but I need it to work with as many windows controls as possible. Including firefox. mozilla, safari for windows and other browsers and windows controls with scrollbars. Must also work with windows controls and grids, etc. So one class and one method that accepts a control handle. The return type will be 0 = none visible or no scrollbars at all, 1 = vertical only, 2 = horizontal only, 3 = both. You will not have to write the code to get the handle of the control that will be provided. Thanks and good luck
