Delphi - voice chat + video communication

Greetings, I'm Delphi expert with close to 20 years of experience in various areas including video/audio processing and streaming. Can you explain do you need to have user to user video chat (I presume using webcams), if so, in that case you don't need a powerful server (video streams won't go through server)? Or do you need to have sort of video broadcasting (one user that broadcasts signal to many other). And importantly will broadcasting feeds be live or recorded?
