Hey there. I can do this for you. I own a Nikon D5100 dslr camera, it records videos in full HD. There is a posibillity i can get another camera and film it with both of them, one camera over my shoulder, and one recording my face if you need that. I'm not sure if you made a mistake while setting the price for the project, coz that's a lot of money, if the project is that simple i can do it for less.
