Desktop app to exchange data via TCP/IP

Job Description I need a desktop application written in VB.NET that is the "BCC" side of the interface in the attached specification. The application must save all received information from the remote application via TCP/IP per the protocol documentation attached and save that information into our existing SQL Server database tables. The application must also query our database and transmit data back across the TCP/IP interface when requested from the server application. Please review the attached specification and quote the estimated number of hours you feel it would take to complete the project. Keep in mind that we are also looking to find a full time or near full time developer to begin maintaining and enhancing our existing software products and this project will help us choose the developer we want to develop of more long term relationship with. Attention to detail is critical. The application will need a GUI interface to display the communication between client and server. Also, GUI is needed to settings changes and then the application should minimize to tray.
