Create HTML / CSS template from PSD files for File Man App

I need a skilled designer to create an HTML template for a web application. We need the designer to use modern div layout techniques and a well organized CSS structure. We will need you to create the Light box styles etc for popup windows that are displayed. Our developers are responsible for writing the JQuery code for the interactive elements, but if using JQuery UI elements makes your task easier. We will provide 10 PSD files of the application in various states. We will need you to re-create the 10 HTML pages / styles as they appear in the various states so that our developers can use these in their php templates. I have attached one sample image of the file manager interface for your consideration.
