Artwork Theme Header art/logo and color coordinate website

Interested in having creative artistic theme added to my existing free classifieds/forums/ and blogs website. 1) I have found a skin for the VBulletin forums/blogs portion of site that has color and design I like, so if needed it could be used, so only header art would be needed for the forums/blogs portion. 2) Header art would contain website name, and likely photo or art/logo . 3) Color coordinate css for the classified portion of site. Classified is by geodesic solutions - they have something in their program to adjust css colors that may make it quicker and easier to match the colors in the skin of the forums/blogs portion. 4) Use same header art for the classified section as used for forums/blogs section – as I want the two programs to appear seamless to viewers. I have an idea for the header artwork to match the websites name. I’m also open and look forward to creative suggestions! You can use short cuts mentioned above or do it from scratch, depends upon your preferred way of working and my budget as this is a start-up project. I can possibly go slightly over Project Budget listed for something that sounds really good.
