Build Website and help with design.

I will need a Website designed with the following criteria. It will be marketing the “MPB Today” Service. I do not have the text completed yet but the attached has a super basic layout. It will only be 4-6 pages deep. (I am not computer literate other than from a user standpoint). It will have a flash video on the front page which I have a project out for. The coloring will mostly be a green and white scheme with rounded buttons. Please familiarize yourself with the [login to view URL] website and google it to look at what others have done. The main page will have 4-6 buttons (corresponding along the top and left side) to a single page each. I want the overall look to be simple but very professional. (I will be working on finding a couple sites that have my taste, but I need someone to help with overall design and any graphics. I will mostly just do the text I want). The main page will have a few photos and product/service description. The buttons will link to one page with either text or uploaded pdf or jpeg images. (I need the ability to post the photos on themselves.) I will need help with launching it (I dont have a hosting company..etc) and getting search engines to find it sooner than later. I understand sometimes that requires fees to other services, but I assume you can put all the right meta-tags (or whatever ) to find it and can let me know the best bang for my buck to get it in searches faster. This is my first website that I will be doing from the ground up, so I need someone supportive and trustworthy. I am also open to a monthly service fee for changes etc. I would like a low set up cost and a mid range monthly service fee than an big upfront cost as I will need help making changes and things possibly on a regular basis. I also want to be able to give my clients their own very stripped down version of the website that they cant change except for a place to put their name and the link to their MPB sign up page. (which doesn’t have to be tagged or anything, just needs to have their own domain name? web address?...so they can show it to their clients). Not sure how that works. Just the easiest, cheapest way to do it. Turn time is important but budget and quality are more important. I will have another website to design soon also.
