Design 20 templates and create html

For a website where everyone can create there own website we need 20 templates. The templates must be usable for all kinds of websites and for adults. The templates should be w3c valid and look the same in all browsers. (Safari, Chrome, Internet explorer & Firefox) Users that will select these templates can change the width of the page, and add as much as menu items as they wish. There is only one menu, if you place it horizontal please mind that users can add lot's of menu-items. a solution so items don't get outside the design must be in the sliced template. There must be a footer in the template which can be turned of in the css. If they do not add a logo the website still has to look complete. They will be able to change the logo, background and header image(s) so this must be possible. (not the complete design in one image) Design should be in a separate css not in the html. These 20 templates will all have 10 editions (10 colors) Users will select the design color when picking the design and we will add the right template. The 20 main templates must look completely different In total there will be 200 sites, 20 templates which all have 10 separate colored editions. I added a few examples styles of what I like, some of the examples contain multiple menu's this is not possible in the templates. Order will be divided into 3 steps: Design 20 main templates in photoshop On approval the the colored editions will be made then all slicing will be done If you can't show a portfolio, please don't respond. project must be finished within 3 weeks.
