A Progress Tracker Site (Runs of Network LAN, Hard disk)

Site to be able to: We have a team which: 1. Receives work (file = clients details) 2. Moves it from stage to stage until complete. 3. Manually updates the spreadsheet with client details and the stage their current on (11 stages) 4. Excel sheet is very hard to understand and unorganized. 5. Runs of a Network LAN (shared drive all can access) 6. There is 5 people in the team plus a team leader which uses the sheet at the same time We need to create a website which organizes the above and make it easier visually to input work details/add details etc. for each work they do. 1. Team Leader receive the work (file) and delegate the file to one of 5 consultants (whoever has the least work) 2. The consultant takes the file and updates the clients details on the site (form) 3. The consultant then manually updates client’s details as the work moves from stage 1-11 Requirements 1. Can add new client (file) detail into a form which adds the client details to a back end 2. Recall the client details via a search future 3. Once searched all the clients details would appear and is updatable visually and removable if needed 4. Be able to add comments 5. Displays / records the time in each stage (timer/clock) / time to completion (I will provide turnaround times) 6. Consultant can check all the files under their name via searching their name 7. Team Leader can run a report to display all current clients (files) via stage, date, type, time in each stage etc. (will discuss if successful the types) 8. Team Leader has a user name and password 9. External people can only view only (not update) and search their files via number to check progress stage / time to completion Will provide info on customer details or inputs required of required for back end The above needs to be stable and design needs to look clean with a white interface with a logo which I will provide. The site is to be located on a hard disk not web server hence less trouble shooting There is at least 3 other projects like this upcoming and best bid could win all. No php required Communication is important.
