I'm looking to have a splash page developed for a domain I registered. It's not complicated. I have a image that I want to appear on a white background. A couple of seconds later I have another transparent png file that I want to appear over that (a pop-up box of sorts) that tells the viewer the website could not recognize his/her IP address. Just want something in place until a complete website is built - so I can use an email address and it doesn't look like an "under construction" page. I've done HTML before with Dreamweaver and have used javascript for pop-up boxes - but not since mobile and multiple browsers. Need someone with experience in this field to ensure it's done correctly with no issues once uploaded to the server. Thank you! The file attached is what I want to appear over the background.
