When they submit the forms, they are 'sent' to some other staff (seniors may be?) and they may review it and take some action or 'send back' for more information if required. This system required many types of users (agents, brokers, admins, assistants etc.) to fill a lot of forms online (say for example a BUY transaction) and once submitted the transaction could be 'moved to and fro' for more updates. Users could send emails to other users from within the system and the status of the transaction could be updated accordingly. So, I am well aware of how the system you are looking could be built.
