Communication platform for immigranted people

For our customer we need a platform to allow people to find and communicate with each other. The idea is to build a rather small portal with just the basic features: - User Login / Signup by username or email (simple, no Facebook etc) -- Email Activation - Own Profile Creation -- 1+N Pictures, Name, Gender, Age, About-Me - Find Other Profiles -- search by profile fields - Present Own Profile -- show fields and pictures - Text Messaging -- people must be able to send messages to each other - Design must be modern according to current standards. A css framework like Bootstrap / Foundation is encouraged. Thus the portal must be usable on mobile browsers. (We do not yet plan a real appstore-installable App so this is not part of this project) We also require a web / ci design for this portal and we also need operation and hosting.
