Congressional Website Redesign

I am responsible for this website: [login to view URL] We want to redesign the look of it. I am doing the programming so there is no programming necessary for this project!! I expect bids to reflect the fact that no design needs to be done. I would like to see a portfolio of other websites designed by the bidders. The color should be a deep blue, like Navy blue, or something of that feel. Other than that, no other requirements. Thanks. Jarod
