Convert PSD to responsive HTML5

Need to convert one PSD to proper HTML5+CSS. +++ Please only bid if you are an experienced professional, and provide actual examples of work (PSD + the result HTML) for review. Proposals without such examples will not be considered. +++ The following elements are required: 1) top icons row should act as "tabs" - clicking them should make the bottom part scroll to the right/left to the correct tab. 2) one of the top tabs should contain an external page with iframe, with the same rounded borders. 3) the HTML will be tested in webview on Android 2.2 & 4.0 tablets at 1280x720px. 4) Divs/Layers - background color - background image - header - footer 5) JS functions and jQuery effects: - Hover effect for top menu - JS functions to hide/show elements (with fade-in / fade-out animation) - JS function to animate the navigation between the tabs - Language selection menu at the bottom should pop out and return to original state when a selection is made
