Convert a Template to a Website

For a few years, people have regularly emailed me content to place into tables which are solely php includes and then I upload them. As the years have rolled on, the tables are getting longer and longer, and so, more and more time is taken up with me simply duplicating their work. I need someone to set something up, where the person would just login somewhere with a user name and password, then just input themselves, without any access to any other pages on the website and not able to alter anything else like headers or footers, just the actual content, giving a spell check as well. The idea is that they would just see a table and complete the cells and delete / add rows if needed. The table would be a PHP include which would be part of a bigger page, but all they would have access to would be the PHP include table. It would be hosted with my own webhosts. Am looking to pay a max of 80usd. I always have many, many projects on the go, so there could be possibilities for loads more work for you, but, have had a couple of numpties bid on previous jobs with questions to answers that have already been given in the job spec, so, nice, polite and friendly request - only bid if you can genuinely do this job AND that you've carefully read through the above, so please only ask for any information that hasn't already been covered above.
