DICOM Program that will receive, save and send dicom images with patient worklist

I need a DICOM Program that will receive, save and send dicom images with worklist. i prefer use of an open source software either with visual [login to view URL] 2010 preferebly vb.net The progam should save the dicom files in Patient , Study, Series hierarchy. with expendable view . Also program should give me capability to reach the dicom tags during transmission. Program should also create DICOMDIR files when the study is received.
