Android 2.1 change chat scripts for data connection

Problem: Android 2.1 tablet is not working with Telefonica Movistar UMTS netwrk in Mexico. Background: Android 2.1 HUawei Mini PCI Express Module EM770w SIMPLE: I NEED TO CHANGE THE CHAT SCRIPTS IN ANDROID SO THAT AUTHENTICATION IS MADE WITH PAP, AND NOT CHAP.
