Bluetooth Low Energy Interface Module

I would like to develop a software module that can be distributed to external developers to integrate my application into their Apps. The module should be for Android and IOS. I would like to share the module to my clients without them being able to access the source code. The module should be able to scan for nearby BLE devices and then connect to the selected device. It should then be possible to send a byte array of specified length to the connected device. It should also be possible to receive data from the connected device by requesting if bytes are available and then reading the specified number of bytes.
