Geo-location fetching

I require a developer that can design an application comprising of a simple interface mobile app and web application for backend support. The requirement is to identify users location coordinates using Google maps or Whatsapp location features or any other one that provides accurate information. This data is then transported via Whatsapp to an admin whatsapp phone number provided for this purpose. Records such as longitude, latitude,Street Address, date of submission, phone_number etc would then be written to both logs and database. This is required for a POC so kindly offer the best pricing. 1.) The mobile app interface would request user sending location to an Whatsapp admin number 2.) The mobile app interface would allow the user to capture 2-3 pictures of this location and send 3.) The mobile app interface would allow the user some basic information such as street address etc. 4.) The web interface would allow for inputting single or multiple phone numbers to send messages by the admin to users to assist with the capture of these information. 5.) The web interface would allow for approvals of messages sent in before fully been persisted to database. 6.) The web interface would integrate with Google maps to help in identifying the various locations provided by the whatsapp users data.
