I have been working with GPS tracking systems since 2012, and have 25 or so customers I support on an ongoing basis. What I propose is to install either OpenGTS or Traccar on a Linux CentOS 7 VPS host. Both OpenGTS and Traccar are open source GPS tracking packages that are written in Java. Which one to use would depend on your requirements. Please contact me on the Freelancer message board to discuss your requirements further.
