Windows Python -> Android image transfer sample code needed

Looking for some sample code (Python on Windows, and Java for Android) to do the following: 1. On a Windows machine using a Python script, load an image from the current directory, then send the image via sockets to an Android application. You can assume that the ip address of the Android application will be hardcoded in the Python script for this example, and the port used doesn't matter, as long as it doesn't use any standard ports (80/443/21/22/23,445, etc..). Please provide error handling in case the Android's ip address is unavailable, unreachable, or refusing connections. I prefer Python 3.6 for this, with libraries as standard as possible. 2. In the Android application, receive the image file via sockets from the Windows Python application, then display it on a simple image control inside of a basic Android app. This is all the Android application needs to do. I prefer compatibility with Android 9 API 28 or later. This is probably very easy for folks that have done this before. I'm having trouble finding good examples of this on the web, and thought I would tap the enormous talent out there as I've been struggling with this.
