In electronic I'm capable of designing circuits, PCB . Also I'm capable of coding for Arduino, ESP chips. And programing of Raspberry Pi with Python and C languages. After going through your project description, my first question is how do you change parameters after the coding ? I think the best choice would be use a wi-fi chip and web page or app through wi-fi to change parameters. I couldn't tell you exactly how much will this cost for components with out selecting suitable components. for example, selecting relay for motors depends on motor capacity.
