Industrial cleaning products development

I am looking for formulation for cleaning product. I want to wash plastic scrap flakes using this chemicals. it should be very effective in removing all dirt, dust, glue, oils on the surface of plastic want to use this chemicals for washing plastic with cold water. after washing the surface of plastic should not be wet. the chemicals in formulation should be easily available in Indian market for trial and on regular basis. formulation should not be hazardous.
