a program written based off 1 simple Excel spreadsheet

Based off the data supplied from 1 Excel spreadsheet, the user is trying to pick the 9 players who can score the most points from a given data set based on the salaries of the players and the salary cap provided... The data on the spreadsheet will change every day... There are 9 players that must be selected for this team... When the user selects 1 player, there needs to be an option for the user to hit a button called "Select" and the computer program automatically plugs in the the other 8 players who will score the most points based on the salary cap of $60,000... When the user selects 2 players, there needs to be an option for the user to hit a button called "Select" and the computer program automatically plugs in the the other 7 players who will score the most points based on the salary cap of $60,000... And so on and so forth all the way up to the user selecting 8 players... Although I also want an option for the user selecting 0 (zero) players, so the program spits out the 9 players who will score the most points per game at or under the $60,000 salary cap so the user can see the BEST or most efficient team and then tweak it if he wants to... The data on the Excel spreadsheet has the salary for every player and the average points scored per game for every player and the "Points Per Dollar" for every player... The program must be written in a way so that, based on which player(s) the user selects, when the user hits the "Select" button, the program will come up with the 9 players who will score the most points based on the data provided at or under the $60,000 salary cap... And there are parameters for the players by position... 2 players from the "PG" category 2 players from the "SG" category 2 players from the "PF" category 2 players from the "SF" category 1 player from the "C" category I can go into what I want displayed when the "Select" button gets hit and go into more detail as needed and of course send a sample Excel spreadsheet to work with...
