proofreader needed at rate of 1$ per 3500 words

Hi, I need a proofreader with an excellent eye for detecting spelling errors/grammar and other errors. I have lots of articles and I suggest a fees of 1$ for proofreading 3500 words. All my writers are professional writrs so the chances of errors are minimal. I would also like my proofreader to take responsibility of suggesting which writer to let go in case his quality is poor as I believe in keeping a small group of quality writers whose work needs minimum proofreading. I am not here to burden you with low quality work and expect you to turn it into a masterpiece. I only expect you to read my articles and correct any typo/spelling/grammar mistake made inadvertantlly by writer. Those writers who consistently make errors will be removed on basis of your recommendation. So I would like a proofreader who is native english speaker with masters in english or similar qualifications and guarantee that no error can be found in his/her proofread article. I am attaching a sample document. I would like to see if you can proofread it to make sense by removing any spelling errors/grammar/syntax/sentence construction etc. the final proofread copy should be easy to understand with no errors left. you are free to rewrite any line if needed to make article smooth.
