Database Region/Country/State/City/Town List Excel

I require an excel spreadsheet with drop down lists catagorizing the following for a web site that I am developing: 1) Divided into Eight world regions 2) A Country list per region 3) A State/Province or County list per Country 4) A City/Town list per State/Province or County The document needs to be interactive - When one highlights chosen World region it gives Country list applicable to Region, when you highlight Country gives State/Province list of that Country and when you highlight State/Province gives City/Town list for that State/Province. I must be able to delete, add and edit spreadsheet for my own use The list must be completely up to date, free of spelling errors and any copyrights must pass to myself for the use of this information on my website. Additional items that will prove valuable on the bid is being able to provide country abreviations next to country info, along with the French and local country names. Prior to acceptance of the offer the service provider will need to provide a comprehensive copy/sample of Region, Country,Province, City and Town for South Africa my home destination to determine the quality control and provide a bench mark for the requested data base
