I could build a standalone executable (written in Python or similar language) or I can write this in Excel VBA, I have experience writing both types of applications,. I always leave excellent comments in my code to ensure it can be understood and modified, so you can expect a code-base that's easy to maintain. I looked through your project pdf, and while I'd need a log-on into the catalog to give you a specific plan of attack, it certainly seems like a straight forward scrape.
