Build a Cloud server

Hello. I am interested in hiring a freelancer, or a team of freelancers, to build a secure cloud server for me. First and foremost is that it is secure and has the capabilities of other cloud servers like Dropbox or Google Drive. The server itself also needs to have a complete admin backend to manage both subscriptions, files, and everything else. The design needs to be visually pleasing to whoever will use it, and should look nice and clean. It is important that whoever does this job knows how to build a website like this, and knows how to implement payment gateways, add new server drives for storage (as we will add multiple servers to serve as storage for this cloud), and knows how to secure both the server itself and all the file servers that comes with it. If this server gets built to specs and works as intended, is as secure as it needs to be, and there is no real problems with it, whoever builds it will also get a permanent 10% of the net income from it as bonus for both building it and maintaining it. Feel free to ask any questions you like, and I will do my best to give you the answers you need. Final note. There will be no pre-payments of any kind before the server is finished, working and operational. I have all the servers needed for this to work, and it is essential that everything works as intended before I release the escrow for this project. Also, I will be depositing into escrow at a steady pace throughout the project at various stages of completion, and when the project is done, agreed payment will be released in full to the freelancer.
