jQuery pop up side scrolling boxes required for web site

Hi, Please see [login to view URL] once loaded there is are popup boxes at the bottom on mouseover. We need a replica of this with the difference that it shouldn't scroll unless the mouse is moved to the very end (about 50px) on each side where a semi-transparent right and left chevron is displayed on each side. In addition to this, each box needs to have a svg animated border implemented (full code already available and just needs to be implemented.
