Responsive Ads Designer - Copy Provided - Flat rate per ad to start

You do NOT have to come up with graphics. You do NOT have to come up with wording or writing. I simply need someone to take an image and a few words of text, then using what ever tool you use, create a responsive ad from that. Very similar to the Google AdWords html5 editor which creates html5 ads in various sizes. You'll have to let me know what program you'll be using so I can make sure it will be compatible with everything that we are offering. Each will be super simple but as we see what you can do, we might ask you to add more into them including animation and video. The point of this project is to find someone that can quickly create new ads as we need them for our affiliates to download and put on their sites. This means they will also need any css and/or javascript required. Let's start with a flat rate per ad and we'll see where things go. If we like your work, we'll ask you to do other things, perhaps animations and video.
