Custom content editable div

I require a contenteditable div to only allow strikethrough via a button and highlight links added (like twitter). The div will also have a character counter on it for limits, it needs to only count the links as X count, regardless of the link size (like twitter) and not count the style on the strikethrough only content. This needs to be done today as its a simple job. Experts only and only bid if you can 100% do it, any time wasters will be bad feedback as I have not got the time to waste days testing.
