Build me SharePoint Video Portal Pages

We are working with SharePoint and Office 365 from last 11 yrs. We left freelancing a year ago due to some problems. Now we are again back in this area. First of all, this can not be done using SPFx because you want a compatible solution in SP2013 as well and 2013 does not support SPFx. we can create SharePoint Hosted App for this which will be compatible for this. Also Its better to not to use Asset Library as Sharepoint Asset library has a bug like Video Renaming issue, if you rename the video then thumbnail name wont change which lead to Chaos in the video play. We can use simple document library with enabling Video content type. We can create a master list to store different types of categories of videos. Also There is no need mention the related videos in a columns or so.. we can tag the videos with certain keywords and based upon tagging we can show the videos. In this way it will be helpful in future , in case if you want to create a TAG Cloud etc for your portal. Also, SharePoint is not responsive by default. we need to include [login to view URL] and .css to make it responsive for the portal. Regarding Video Delay, it will be totally depend on the network speed because we as soon as user will click on Play button, we will hit the video library and bring the buffer. We cannot do AUTOBUFFER here because we will have so many videos and if i do auto buffer for videos then page becomes heavy and will slow down the performance. We can explore more options during discussion
