PGP Key Generation, sending and decrypting messages - repost

The project involves generating private and public PGP keys online where the keys have associated passwords that are required for decryption, then creating a message with a public key, and finally decrypting the message with a private key and password The project will create a service similar to [login to view URL] The code for this service will be written in Java and it only needs to be a command line based product, with no web interface, or via a page with a JSP interface or servlet, optionally.
