Hello, my name is Denis. As I understood from your description you need to remove preprocessor directives from source and create sources for different versions. It is not complicated and I can do this task in one day. Just scan through the code and copy everything except preprocessor directives into separated versions. When preprocessor directive occur, find out which version it concern and copy its contains into respective code replica. This is a quick sketch of my algorithm. Parsing of source can be performed by java regexp. Details can vary depending on details of your problem.
