Custom Number Counter for windows

Hello, i am in need of a custom counter simple ui and least cpu usage possible. How it works : - 24 Buttons with a Number Counter in them, along with a Blue or red Color next to them. When a button is clicked it adds +1 to the counter in that specific button. -I want to be able to set a milestone for each counter, If Counter Equals or is Greater then X Color turns Red. I must be able to Edit the X Value of each Counter. -There should also be a Restart Button, that restarts all of the Counters to 0 and makes the color of all the buttons Green. All 24 Buttons and Restart Button should all fit on one page, i would like to have this program open on the bottom right corner of my screen, taking up as little space as possible. The counter must have 8 Buttons per line(left to right) - 3 lines(up and down) There is a simple Image i created with Paint, Shows what i mean Regarding how the Buttons are with colors next to them.
