Write an Android application

I have a MySQL database. On the main screen there should be an option to add a new profile or search for an existing account. I should be able to input some fields and create an account by adding a mysql entry. I also need the account creator to make some folders on the server for each new account but I already have this code developed in PHP that adds mysql entry and creates the folders, maybe there is a way to integrate it. When I search for new account it should bring up matching queries. when i select account it should show details fetched from mysql and allow me to edit the profile. in this profile i should now be able to take photos with androids camera which will upload to server next time it gets in wifi. i should also be able to create notes in the file. i would also like a voice recorder utility that i can enable while the screen is open and when i finish recording, upload immediately (or wait until wifi to upload) to the server also i would like a drawing tool that snaps to a 1x1 grid so i can draw diagrams and upload them to the server. The application will normally be connected to the internet to function but should be able to work in "offline" mode as well, although if it's easier to implement that feature later once the whole application is done then we can do that as well. This is part of a long term project I am looking at starting so there will be many small sections in this application that will be done in small stages by the same coder I don't see this section being hard and I am able to this by myself but am very busy right now so this is not something I will have a high budget for.
