Monitor folder, load file contents into MSSQL

I need a little "black box" .NET application that monitors a specified folder for a new file to be added (these will be xml files added via FTP). When a new file is added, the contents of the file should be inserted into a MSSQL database (field datatype is xml). Upon completion, a notification should be sent via email; In the event of an error, the error message should be sent via email. The application should continue monitoring the folder and loading files until it is manually terminated. There should be a config file for specifying: 1. which folder should be monitored 2. the pattern of the insert statement with {0} or similar to be replaced by file contents 3. the email address to send notifications to 4. the subject line of the success email 5. the contents of the success email with {0} or similar to be replaced by the name of the file 6. the subject line of the fail email 7. the contents of the fail email with {0} or similar to be replaced by the name of the file and {1} to be replaced by the error message If anything is unclear, please ask.
