We could enumerate all open windows on the desktop and try hooking non-client area paint events of the windows to insert out button.

Part of application needs to be written in C++ as dll that will be injected. Application handlers and injection will be inside C# application. Which .Net framework are you using? Win forms or wpf? Idea is to create a transparent form that will be repainted on each other windows events (activate, move, size...) Regards.
