You describe quite well the five improvements that you need and I am confident I can do a good work for you. My budget could seem low compared to other freelancers, but as you can see browsing my review (even the bad ones!) I am very good at working at Filemaker databases.
Let's go through your needs list in detail:
1. Permissions are sometime a bit tricky in Filemaker, but they are enough flexible to achieve any target. Anyway, what you need about the different behavior when you are an agent or a sub-agent is feasible.
2. Ok. We can do an easy to use and nice-to see flexible dashboard, showing sales data depending on parameters.
3. On the order page, you will be able to see a client's previous orders and/or his previous ordered products and choose any of them as a model for the new order. To set up this feature in the best way, it would be useful to know the rough size of you product catalogue and an idea of the average number of products for each order.
4. This is the most difficult part of the job. Working with graphics in a clear and successful way is really time consuming in Filemaker.. and there are graphic limitations too for iPad and web direct; anyway I can submit you my layouts and get your feedback, try again until we get to a successful result!
5. No problems on this point... standard filemaker stuff, I would say.
