Opencart Custom Extension needed

I'm looking for someone that can make me an extension for Opencart to be able to do the following: The admin to have a area to enter a bunch of approved domains ([login to view URL], [login to view URL], etc.), each as separate db entries. I'm going to purchase and install the existing mod where a person can't see any pages until they register/login first. When a person registers, the site will check their email address against the list of domains above. If their domain is on the list then they are automatically approved and can browse the products/categories within. I'm also going to purchase and install the existing mod where the user needs to approve their email address before they can continue. If they are not on the approved list then they will need to be approved by admin first before they can browse. Both user and admin will be notified by appropriate emails at each stage of approval (register and non-approved, register and approved, manually approved by admin), the email content doesn't need to be editable within the admin, just as long as i know where the code is to edit them. This extension will need to work across multi shopping carts (i.e. Once a user is approved for one shop, then they are approved for all shop managed under the admin. I would expect the extension to be written cleanly and tidily in an .ocmod format and be independent of other extensions I may install in the future. It will be installed on a clean installation of the latest version of Opencart (3.0.3.8)
