build webapp to send 1 million Whatsapp bulk message daily

Need to develop an PHP script whatsApp with this capabilities . Note:payment after testing . ----- THE webapp will have a control panel i have an HTML temples------- example: [login to view URL] [login to view URL] A- ability to create contacts groups and add contacts to them. B-ability to send image,video ,txt,...etc messages . C- ability to control sending process this mean i can sen message to this groups and pause sending and complete later . D- ability to get report about how much message send successfully and how not success , and how much viewed . E- ability to filter big amount of Mobile number to know who has whatsapp and how not and get the whatsapp numbers and save them in mysql database table. F- ability to use multiple senders, 1- send bulk messages to whatsapp contacts which 1+ million daily. 2- ability to import/export bulk .txt/.csv contain mobile numbers 3- ability to filter active contact list with options ( no whatsapp- last seen ) 4- ability to have language files to add more then 1 Lang 5- ability to add/remove mobile numbers / IMEI , to send messages from . 6- ability to customize send messages and customize how much message to be sent hourly and which numbers used to send the message from . 7- ability to view recent activity and messages history 8- ability to have user sign up 9- ability to add administrator / multi administrators . 10- ability to support the script for any updates later on which can be made from whatsapp end . ( will be paid when doing but it will be needed URGENT when needed ) 11- ability to set number of message for each user to send 12- ability to set mobile number dedicated for user/s 13- ability to set mobile number for share users
